The Community Development Department coordinates both long-range and current planning activities within the City of Waverly. It is responsible for developing and maintaining the City’s Comprehensive Plan and Future Land Use Map, which serve as the foundation for all land development and zoning decisions.
The Department oversees the City Zoning Code and ensures that all development aligns with both the Comprehensive Plan and zoning regulations. It also serves as the administrative body for the City Planning and Zoning Commission and the Zoning Board of Adjustment. The Planning and Zoning Commission advises the City Council on matters governed by the Zoning Code and Subdivision Ordinance.
Day-to-day responsibilities include reviewing new residential, commercial, and industrial developments, subdivision plats, rezoning and variance requests, and special provisional use permits. The Department also manages the review and processing of site plans for all new residential and non-residential construction.
In addition, the Department oversees all platting matters and a range of right-of-way issues, including encroachments, right-of-way vacations, acquisition plats, and development agreements related to public infrastructure.
Other key functions include conducting Environmental Site Assessments, preparing sub-area plans, processing annexation requests, and drafting miscellaneous ordinances.
