The Human Resources (HR) Department plays a strategic and essential role in advancing the mission of the City organization by attracting, developing, supporting, and retaining a diverse and talented workforce. The department is responsible for a broad range of functions that ensure the effective management of the City’s human capital and the delivery of high-quality public services.
Key responsibilities include:
- Talent Acquisition and Onboarding: Attracting and recruiting top talent through equitable and transparent hiring practices, and facilitating smooth onboarding to set new employees up for success.
- Performance and Career Development: Managing employee performance systems, supporting professional growth, and providing training opportunities to build internal capacity and leadership.
- Compensation and Benefits: Administering fair, competitive, and sustainable pay structures and benefits programs to support employee well-being and retention.
- Personnel Budget Development: Coordinating the preparation of the annual personnel budget in collaboration with city departments.
- Payroll Administration: Processing employee payroll, managing payroll taxes, and ensuring timely filing of all related federal and state tax reports.
- Employee Relations and Workplace Culture: Promoting a respectful, inclusive, and productive workplace by addressing employee concerns, resolving conflicts, and encouraging open communication.
- Compliance and Policy Management: Ensuring adherence to labor laws, OSHA standards, collective bargaining agreements, and internal policies while maintaining transparency and accountability.
- Workforce Planning and Organizational Development: Analyzing workforce needs, supporting strategic staffing, and aligning HR initiatives with the City’s long-term goals.
- Employee Health, Safety, and Wellness: Promoting a safe and healthy work environment through risk management, workplace safety programs, wellness initiatives, and support for employee mental and physical health.
- Risk Management and Insurance: Administering the City’s insurance policies and claims, coordinating risk management efforts, and supporting safety initiatives to protect public assets and employees.
