Automated Traffic Enforcement
The City of Waverly is committed to the safety of the residents and visitors, including the motoring public. Traffic-related complaints are among the most frequently heard complaints from citizens. The intent of automated traffic enforcement (ATE) is to seek voluntary compliance with traffic laws from motorists and to reduce the potential of accidents.
Law enforcement officers cannot enforce traffic laws everywhere, all the time. ATE’s allow the enforcement of traffic laws in a safer way for the officer and the violator. ATE’s will be deployed in particularly dangerous locations where it is difficult for law enforcement to make traffic stops and dangerous for first responders to assist with accidents.

Frequently Asked Questions and Answers
Q: Who approves when an ATE citation is issued?
A: Citations will only be approved by Waverly Police Officers. The name, badge number and digital signature of the officer will be printed on every citation.
Q: What constitutes a red-light violation with this ATE system?
A: The vehicle’s front tires must be in front of the enforcement line when the light turns red, and the vehicle’s rear tires must continue past the enforcement line.
Q: Can I view any recorded images of the violation?
A: Yes, by visiting https://www.trafficsafetycitations.com/. Enter the citation and pin number from the citation to access that information.
Q: Will ATE’s affect my driver’s record and/or my insurance?
A: No, they are civil violations and are not reported to the State DOT and/or private insurance.
Q: I want to pay my ATE fine, how do I do so?
A: Payment instructions to pay online, by check, or phone can be found on the citation. Do not send cash. Payments will not be accepted at the City of Waverly.
Pay online: Visit www.trafficsafetycitations.com. Visa, Discover and MasterCard are accepted. (citation and PIN number required)
Pay by mail: Checks and Money Orders made payable to the City of Waverly. Detach remittance slip from your citation along with payment.
Pay by phone: 1-833-965-3001 - M-F (8:00am – 5:00pm) ET. Visa, Discover and MasterCard are accepted.

Q: I want to contest my ATE citation, what do I do?
A: There are 2 options available listed on the citation. If you choose to contest the citation, either option must be completed within 30 days of the date on the front of the citation.
Option 1: Administrative Hearing Option
To contest a citation by mail, please mail any documentation and/or evidence to the address or email below, by the due date specified on the notice. This information will be reviewed by a supervisor with the Waverly Police Department. You will not be required to attend the scheduled hearing in person. Please call 1- 833-965-3001 M-F (8:00am - 5:00pm ET) if you have any questions regarding your by-mail hearing. Please include your name, address, phone number, email address, citation number on your documentation and a copy of your citation. If your vehicle or plates were stolen at the time of the violation, include the police report with your documentation.

Option 2: Municipal Infraction Case
You may request that the city file a municipal infraction, instead of an administrative hearing or if you are unsatisfied with the outcome of your previous administrative hearing. (see option 1)
Even if you do not request a municipal infraction, the city may file one against you.
This case is tried before an Iowa District Court. There are court costs associated with filing a municipal infraction. The losing party is responsible for those costs and fees. Failure to appear for the hearing may result in a finding of liability for the municipal infraction.

Q: If I choose not to pay my fine or contest it, what will happen to me?
A: Unpaid fines will be initially sent to collections and may impact your credit rating. If the fine is not paid after contacting collections, the City of Waverly will use the Iowa Offset program to collect unpaid fines. The Iowa Offset Program requires a court ordered judgement against you. Once the City has secured a judgement the fines plus court costs may be deducted from various income sources such as tax returns, lottery prizes or casino winnings.
Q: Who is responsible for paying or contesting an ATE citation?
A: The registered owner of the vehicle at the time of the violation is responsible.
Q: Where does the revenue from paid citations go?
A: Any revenue received from ATE’s will be directed towards the public safety department.
